The Millennium Declaration is a commitment to human rights, democracy, peace, and security and good governance. The Declaration acknowledges the importance of the enabling environment to achieve poverty reduction and development. The Royal Government of Cambodia views the rule of laws and good governance principles, such as transparency, predictability, accountability and participation an essential prerequisites to sustainable socio-economic development, social justice and poverty reduction.

   
Cambodia is a party to the six main International Human Rights Instruments. The Royal Government ratified the convention on the Elimination of All Forms of Racial Discrimination in 1983. It acceded to the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social, and Cultural Rights, the Convention of the Elimination of All Forms of Discrimination Against Women, the convention Against Torture, and Other Cruel, Inhumane, or Degrading Treatment or punishment, and the Convention on the Rights of the Child in 1992. These provisions reinforce and complement the Center of the Millennium Development Goals (CMDGs) by addressing the issues of poverty, child mortality, maternal illness, HIV/AIDS, and other transmitted diseases, the need for the environmental sustainability, including safe drinking water at the CMDGs.
   
The Women For Prosperity, a part of the civil society is proud to present its contribution to the implementation process of the CMDG by working directly with the female Commune Councilors in selected provinces to integrate the CMDG in the commune planning processes and activities, and to extend the services to provincial, districts, commune, and village levels.
 
To conduct a Training of Trainers (TOT) for 25 women commune council member in a selected province;
To enable at least 20 women to give inputs in the policy and monitoring session of the MDG in local, provincial, and national policy for development;
To develop and design training materials and handout for them to use in subsequent sessions;
To support and assist the commune council members to conduct awareness sessions among the rest of the commune council members and district chiefs in their area;
To support the commune council members to conduct awareness campaign with 25 villagers and one session with the provincial executive committee of the PRDC and POLAR;
To have the events published in local print media and TV.
